Acting on the assumption that NTIA going away changes things - it 
strikes me that the IETF needs to step up, and assert itself, and assume 
the responsibilities that go with being the standards body it purports 
to be.

Ultimately, the overall plan that reaches NTIA has to be very clear about:
- who does what
- how everyone is held accountable

Being wishy washy, is unbecoming and unproductive.
