Indeed, to the best of my knowledge ISI transferred the domain name to
ICANN quite voluntarily as a matter of common sense, when IANA operations
were transferred from ISI to ICANN. The IAB at the time was completely
aware of this and saw no reason to raise an eyebrow, since operating
the IANA server was the visible part of IANA operations, so *obviously*
ICANN became the technical and admin contact for the domain name.
