That would be an exaggeration, to say the least.  Our processes don't
really provide for other ways forward, and we should be able to count on
the IAOC will do their job, which they've been doing for quite some
time.  If we do not lay out the issue clearly enough, they also will not
know what we are asking them to do.  That is what the text does.
