There's a lot of things that can be done with protocol parameters and
number allocations to support intergovernmental policy.  And you can
find yourselves having to kowtow to those uses.  :-)

While in the US, we have our channels of recourse and generally the
government doesn't operate that way.  We hardly know it though.  :-)
