FYI, this is precisely the position that I believe John Klensin characterized as a "straw man" when I criticized it. Like the strawman in the Wizard of Oz, it seems to be dancing around and alive but needs a brain. I agree with Dave Crocker's assessment of it:

"That sort of fatalistic stance does seem to be pervasive in the current IETF discussions.
Unfortunately it does not suit the requirements for carefully considering and anticipating issues downstream, during negotiation of changes at this juncture, to align IETF interests with the fundamental modification of ICANN oversight."
