Perhaps  silly observation, but I should think that someone associated 
with a registrar would well understand the importance of the contracts 
and other agreements that govern the registration of domains, control of 
information, resolution of conflicts (e.g., the UDRP) - and the need for 
a level of specificity and "actionability" in governance related documents.
