There is a whole discussion and then there's this particular rathole of a
rathole. Our deliverable is a working group consensus document in response
to the ICG: mostly that's a tutorial about how the IETF uses the IANA
function, which is partly about policy, not much about law, and partly
about engineering. In a very small part of that response, some text
reflects our attitude towards unfortunate contingencies, which I suggested
we could address with either politics or engineering, or various
admixtures of the two. I'm not aware I'm missing any point here...
