According to the terms of RFC 3172, .ARPA is managed jointly by the IAB and ICANN:

                     "The Internet Architecture Board (IAB) has the
   responsibility, in cooperation with the Internet Corporation for
   Assigned Names and Numbers (ICANN), to manage the "arpa" domain."
