Unless you believe that Bill Woodcock was making it all up, and that other CRISP team members present and ARIN's in house counsel stood by and let him publicly fantasize without challenge, I think there is enough substantiation here to warrant queries and concerns.

You ask for a documented note, but the problem is precisely that someone within ICANN seems to be pressuring the RIRs to alter their transition proposal and this negotiation process is not transparent or open.

In any case, ARIN’s Board made quote plain 24 hours later that the process must be transparent and

1.  ARIN advocates that the CRISP draft Service Level Agreement (SLA) be completed promptly, with fidelity to the CRISP Principles, and made public immediately.

ARIN believes that any comments or objections to the draft Service Level Agreement or its underlying Principles be provided publicly on the CRISP mailing list (ianaxfer@nro.net<mailto:ianaxfer@nro.net>), whether those comments originate with the RIR organizations, ICANN, or others in the community.
