I had a suggestion that it not just be the remainder if the remainder
is short.  My suggestion was that it be the remainder + another term
if the remainder is less than a year -- that seems consistent with the
clear desire not to change Directors too frequently.

But that's not part of my DISCUSS... do as you (and the working group)
think best.
