Glenn - I think perhaps Alissa is reacting to the LLC being consulted and in approval. Removing the former and retaining approval would seem to address the concern of it being circular and retain the intended approval. 

"The IETF Executive Director sets those meeting fees, in consultation with other IETF staff and the IETF community, and approval by the IETF LLC Board."

    In the cleanup the requirement that the LLC Board must formally approve changes in meeting fees was dropped.    Was this intentional?    
    
    Under IASA2 the ED has a lot of autonomy to make decisions without being micromanaged  by the board, so it’s likely better to be explicit on those things that the ED cannot do without formal review by the board.
