I agree with Joe on this, and I would be happy to add clarifying text to

I also prefer this, and I believe it was the intent all along.  Happy to
add something to the document
to clarify and, if the chairs believe that needs working group consensus,
to wait while the call is made.

Section 6.8 already has text on this:

    as the original appointing body to designate a
   replacement that will serve out the remainder of the term of the
   departed Director.

While the text calls out the NomCom, I had assumed that it was exemplary
and that other appointing bodies were similarly appointing for the
remainder of the term.  I would be happy to have language clarifying that
added.
