In addition, I think we did discuss this before - immodestly
quoting myself (urgh:-) from a thread [1] last year, this
statement did seem to get support from lots of people:

   "I do not want, and am unaware of any community demand for,
    the LLC to steer IETF strategy."

My experience of human nature is that once an organisation has
enough FTEs, those people cannot resist trying to set strategy
for what they are doing for $dayjob. If we don't want the LLC
doing that for (or rather against!) the IETF, then we need to
be extremely careful about things like this. IMO that means we
need to keep the LLC headcount minimal and likely do that in
the face of recurrent non-crazy arguments for heading in the
other direction.
