Let's be precise here. If this document
 1. successfully passes IETF Last Call, and
 2. is approved by the IESG, and
 3. is published as a BCP RFC, and
 4. is duly noted by the ISOC Board (like all our process documents)
then IASA2 will be ratified. Those are the mandatory steps; this working
group is doing the spadework to get us to step 1.

I actually think the passive voice is the correct choice since these formal
steps have not yet happened. For how the actual choice to proceed was made,
