I was calling for both, I guess. Even if ICAR scope prevents us from
developing a general mechanism for all reviews, it does not prevent us
from developing an in-scope mechanism that can be used equally well
for out-of-ICAR-scope reviews.

For example, we can say that WG MUST address all First Call and Last
Call cross-area review comments. We can they try to apply the same
principle to all First Call and Last Call comments, not just
cross-area ones.
