Just to make something clear...

The IESG thinks that the ICAR early review is important to the IETF, and 
wants to support the experiment.
But we haven't been able to do much follow-up work for it.

We weren't able to satisfy the request for naming reviewer candidates (the 
people we naturally think of are often already too busy); the other request 
was for WGs where it's about time for a review - I got some candidate WGs 
and have forgotten to pass them on; the IESG is going to redo the WG name 
collection.

We definitely want ICAR to succeed - but the less we can be on the critical 
path for that success, the better for all of us, I think!
