A number of additional comments wherer received during IRSG last poll. They have been addressed in the -07 version as the proposed changes have been posted on the mailing list and no comments were recieved I, as document shepherd, think the document can proceed to IESG review. I will thus pass it on to the IRTF chair to initiate that process.
