[icnrg] Fwd: New Version Notification for draft-gundogan-icnrg-ccnx-timetlv-02.txt

Dear ICNRG,

this document update (01 => 02) mostly addresses the helpful comments
of Paulo Mendes and Marc Mosko. We (i) shortened the introductory
text, (ii) added pseudo code for the algorithm to encode a time value
into a time code representation, and (iii) added a few test vectors to
the appendix.

Many thanks for the great feedback so far. More is always welcome, of
course.
