From a LISP perspective, you do a mapping system lookup on some opaque key that returns a record. If the opaque key is an Identity that returns a Identifier record, so be it. And if the opaque key is an Identifier (EID) that returns a Location (RLOC) record, then so be it.

We can have the mapping system take the former lookup and return both records. So a two stage lookup can be avoided.
