Yes, you have a problem statement draft.
But there is no clear statement of the problem in the charter. 

[Uma]: I guess, given the various versions of the charter and discussions if there is something missed that can be looked into.

Which means that the working group is not bound by the current draft.
And when I ask different people about the proposed work, I get different answers as to the purpose, scope, approach, etc.
