In one version of the charter, it was mentioned that IDEAS would look at IDy/IDf at network layer and it's a very important assumption. That somehow got lost.

If we're looking at identifiers at network layer, the difference between identifier and ip address is not that big. For sure there are security and privacy issues that need to be addressed. IMHO, if there are issues not covered in current charter, and we all agree it is important, we can/should add it to the charter.
