Yup - your chair is ruling this out of order for this go around.  

Status - the IESG is waiting on me to make some minor edits (in my
copious free time) before sending the thing forward.  There was a
brief meeting at the IETF and literally no one came -- well no one who
had read any of the document.  I'm also on the hook to provide
minutes.

WRT changes - one thing I noted was how non-backwards compatible the
two changes proposed were.  You might want to try re-working them --
or better yet, junk the current protocol and use something that's
binary or based on ASN.1 and can be designed to be expandable.  Or
even better, use the MIB.
