I think it is important to separate these three things from each other -- at least as much as possible:

- The IETF work on IDNA2008

- The ICANN work on LGRs and other generic policy issues

- Compliance issues

It looks to me like if either people intentionally muddy the water or comment on issues they are not plugged in on (or both :-D ).
