The problem is worse than that, in that the problem for speakers whose
first or only language is _not_ English is also largely theoretical.
Writing sytems are way harder than one might think from being familiar
with any of them.

One important input to the IAB might be an observation by IANA that it
thinks it needs more guidance given the state of affairs.

I wish I had any evidence that there were any good answers here.
