C3 conformance is IDNA2008, the others were intended to provide varying degrees of compatibility with the older IDNA2003 version. The IdnaMappingTable.txt files in https://www.unicode.org/Public/idna/ resolves make it pretty simple to figure out if characters are valid or mapped, and what their IDNA 2008 status is (NV8/XV8) per the IDNA2008 rules. IMO acceptance of new Unicode versions would be greatly simplified and faster if there was merely a pointer saying that UTS46 C3 conformance with the data files at https://www.unicode.org/Public/idna provide appropriate IDN behavior for applications. (Registrars should obviously be much more restrictive). In practice implementations pick up the new Unicode data at their pace after it becomes available and are much more current than the IDN WG guidance. -Shawn
