At least on my first reading, I dont disagree with your comments Tony.
Except that I hope you are not implying that we should not have the
ability to actually setup routes. It should just be an option. True
IDPR focused on the setup version. This is one of many things that
**I** would modify in an IDPR version 2....

But still, I dont think I disagree. 

Actually, I dont think I disagree much with Yakov on this either in
the end. I was just trying to clarify some of his criticisms that I
thought were off the mark.
