    for the IDPR gated software.  We will eventually turn over the gated
    version of IDPR to Cornell, but before doing so, we need to ensure
    that the software:

a minor point, but I already sent the software to Jeff Honig during the Boston
IETF.  The agreement was that they would be free to redistribute IDPR as a 
separate module, but because Gated has already become quite unwieldy, they
would not automatically include in with the regular release.  My impression
was that they want to eventually break out the individual protocols as
"plug-in" modules so that people only have to download the parts they
need.
