Yokov, a quick point.  All the major Fed. backbones have multiple 
interconnects (typically 2) between each other, and typically at the 2
FIX points.  I will agree that as you get lower in the hierarchy, that
there are fewer parallel RD-RD paths, but at the top of the hierarchy,
this is a common, if not essential practice...
