Perhaps we could ask the squatters why they didn't use 255 for their 
development testing?

If this was because they already used 255 for some other project, then it 
might make sense to have more code points. If it was because they weren't 
aware of it, then that's a problem and assigning more code points wouldn't 
help, agreed.
