In terms of the current proposal, it's not a good fit.  The ORF requires RD with further refinements.



An extended community ORF with similar negative state would be a better fit for this case.



That said, while this is a good general observation, it doesn't seem to be the expected use case in Aijun's proposal.  Aijun can certainly confirm the expectations here.
