In the context of           this draft, "inter-domain" primarily refers to "across AS within one           operator."


The key reason is           that, within one operator39s control, the Flex-Algo ID can be           uniformly planned and guaranteed to be consistent across           domains.


Achieving this           consistency between different operators would be significantly           more challenging.It would likely           require additional coordination, negotiation, and possibly           complex mapping mechanisms between domains, which is beyond           the current scope of our proposal.
