e.g. what about SNMPv1? Seems to fit all requirements:
- simple 
- available now
- works if routing is down
- works in lab
- works for all "upper" layer protocols / same name for all
- works with link local
- authentication/encryption not required
- no configuration needed  (use IP@ for the BGP session)

Regarding MIB, either MIB-II System name (1.3.6.1.2.1.1.5), or a to be standardized "BGP name", or a vendor specific OID.
