This would work for our use case - "1997 and large" is "the standard
community to be sent to upstreams and customers", while "extended" is
"something special, only to used in particular cases".

I consider "large" to be "the logical extension to 1997", so I do not
see a reason to operationally differenciate here ("1997-only" or 
"large-only").
