The two courses of action are not mutually exclusive -- the code point can be marked "deprecated" right now and can later be {early} allocated. It's just a degenerate case of reusing the code point, which is expected in the case of deprecation -- we just normally expect it to take longer. Of course if we have working group consensus to request the early allocation right now, we can skip a step, but generally step-skipping has not worked well in my experience. :-(
