I looked at this new update.  Just a couple of comments:

C1. S5.1 sounds very hand-wavy: “...guiding principle for the implementor
should be that if there is no realistic hope that forwarding can
continue…”.   I’m not a programmer, but I have no idea how hope can be
coded in…  I think that unless someone has a significant objection later on
(IETF LC, IESG), we can leave the text as is, given that it is correctly
qualified as suggestions… I don’t have a suggestion to make the text
better, it may be the best we can do…it just doesn’t give me a warm fuzzy
feeling…

C2. Even though S5.2. (Interaction With Other Specifications) qualifies
that it applies to “when [RFC8203] is used in conjunction with Hard Reset”,
I think that is the general case (not the exception), so I think that this
document Updates rfc8203 (and should be tagged as such).  Please make that
change on the next revision (you can wait to collect IETF LC comments).
