​I was hoping it is obvious that "someone" means "someone other then 5539"
which now makes it always true in the above.

For the reverse direction not sure if say at GROW or NANOG/RIPE there could
not be common agreement that for informational announcements associated
with given route first 4 octets of LC should be marked with well understood
by everyone value say 0xFFFFFFFE (4294967294).
