Yes. Not doing anything would also result in effort :-)

Sure, but the existence of those RFCs does not necessarily invalidate
the need for the internet-draft at hand.

Large BGP Communities would've been undeployable on the codepoints that
were discovered to be squatted on.

BGP Open Policy [RFC 9234] would've been undeployable on the codepoints
that are to be deprecated if this internet-draft is published as RFC.

Not deprecating codepoints (discovered to have been squatted) might
jeopardize the the viability of future protocol extensions.

I appreciate the question you raise, I believe it is important to have
this discussion. My 2 euro cents!
