If I am reading the specification correctly the  
SendNOTIFICATIONwithoutOPEN is for communicating error states so  
unless the initial peering has occurred and/or this configuration is  
setup on both peers the SendNOTIFICATIONwithoutOPEN would fail. Or am  
I reading the specification wrong?
