In the same vein as "MUST NOT generate as-sets by default", would people be supportive of also changing:
	Upon receipt of such messages, conformant BGP speakers SHOULD use the "treat-as-withdraw" error handling behavior

This is likely to be a stronger driving force for the deprecation of as-sets than the mere "do not generate" language.
