​It is not 20 years ... the topic has been discussed via those 20 years
number of times.

The problem is that it is impossible to call something "well known" and
depend on it in any way once the RFC is issued. ​

​So IMO ​reserving the space to be filled by some other RFC in the future
makes sense.
