This version of the draft:

- has collapsed some of the smaller sub-modules and rolled their definitions into other sub-modules.
- fixes the prefixes it uses for the modules that it imports
- adds a choice for operations that can be performed in the action to clear neighbors.
- Fixes some of the examples to make sure they validate with the latest version of yanglint
- Enhanced the example to demonstrate how to augment and add a new address family to the base model.
