Randy, Keyur and Dave: 

 

This draft has receive several comment, but the support for publication is
almost 100%.   Once we have a revised version and implementation reports, we
should be able to proceed.

 

Would you do the following: 

 

1)      Publish a version of the draft with revision suggested on the list, 

2)      Update the wiki with implementation information
