Certainly clear enough for WG adoption.

I think something like this will be quite useful for Flow Spec v2, if
not more so. With existing flow spec, it seems reasonable to believe
that all the currently defined components are supported if the flow
spec is supported. But with a more flexible arrangement, regardless of
how easy it is to skip unknown components, it may be useful to know
what components are supported. (The same for actions (which would
require extending the draft).)
