We're focusing on getting a core BGP features YANG model out the door first.
(That's been taking a while but should finish soon.)

Specific efforts have been given to make sure the model is extensible and
maintainable.  New Path Attributes such as this one shouldn't be difficult
to add to the operational model.  However, I believe it makes sense that the
Chairs push to clean up gaps for "non-core" features once we have the core
document done and through stable review.
