I exaggerated a bit, unfortunately.

After some discussions (kudos to Joel Halpern), I've managed to strip a 
lot of unnecessary elements from the proposal, and cleaned up the text.

I think it will be much clearer, and be easier to read or even skim 
over, now.

Because of that, and to be kind to those like myself who read IDs only 
shortly before or during the IETF meetings, I'm posting this to the list.

Please accept my apologies for not doing so sooner, but better a little 
late and much cleaner, is a good way to go IMHO.

(The "backup" stuff has been removed, and will instead be proposed as a 
new "well-known" community value instead.)
