It’s possible, but is not easy management as using RD-ORF.
We should also consider that RTs for one VPN can be changed due to inter-VRF communication.

RR can have its own policy to propagate such messages to upstream peer, depends on its capabilities.

That now sounds like a very SDN like controller - not a BGP RR.

I have one final question:

Do you agree that you can accomplish exactly what you need by proper RT assignment and use of RTC ?
