You say “in the other AS” but BGP is also used within an AS (“IBGP”). I expect a common deployment scenario will be for tunneling within a single AS. Of course you are right that it also can and will be used in multi-AS scenarios (where the ASes are under a common administration or collaborating, as we’ve already discussed).
