in an ideal world, bgp update schedulers would be guaranteed not to 
suffer from resource starvation.

It's also ok to tweak a protocol in order to fix difficult 
implementation problems with serious problems.  Ideally we wouldn't have 
to, but it's not a difficult or invasive fix, and has some potentially 
good outcomes.
