         An UPDATE message with a malformed ATTR_SET attribute SHALL be
         handled using the approach of "treat as withdraw".

         An UPDATE message with a malformed ATTR_SET attribute SHALL be
         handled using the approach of "treat-as-withdraw".

All 20 other instances of "treat-as-withdraw" in the document use the hyphenated form.
