I've read -03 of this draft.
I have some suggestions for this draft.
1. In Sec. 2.1, the "FSv2 Action Group" paragraph mentioned Table 2-4, but it's not in the draft.

  Sue: Thank you for noticing this error.  The table is Table 2-3.

2. In Sec. 2.1, will the formats of Dependency-Chain differ between different versions?
   If so, which version of the format is defined here? (I guess it should be version 1, but I can't find the definition)

Sue: The text on page 7 states “Version of the dependency chain format.  Zero signals no dependency chain is attached.
           Format versions go from 1 to 0xFF.    Yes, this is version 1 format.  I’ll revise this section to reflect that point.


3. Since multiple versions will exist in the future, I suggest treating version 0 as no dependency chain.
   The following 7 octets are ignored if the version is 0. (i.e. "MUST be set to 0 and ignored on receive")

Sue:  Yes – This was my intent.

4. If a BGP speaker supports FSv2 Actions CPA, should we mandate it at least to support parsing the Version value in the Dependency Chain?
   If the version is not recognized, we can treat-as-withdraw.

Sue: This is a good idea..

5. If the router supports this non-zero Dependency-Chain version, some corner cases might arise:
    - ItemCount=0, should we consider this as invalid?

Sue: Yes.  Notice that version 1 protects the “all-zero” bytes so that there is no confusion.

    - Conflict ItemIdentifiers, should we do something about this?
Sue: Yes.  Do you think the following text is OK:

“An item identifier of 0x0000 is invalid to specify an item. An item identifier
should be unique and sent in ascending order.”

This would allow 1, 4, 5 as item identifiers.

6. In Figure 2-7, the Action Type should be 0x0007.

Sue: Thank you for catching that error.

Abstract:



   The BGP flow specification version 2 (FSv2) for Basic IP defines user

   ordering of filters along with FSv1 IP Filters and FSv2 actions in

   Extended Communites.  This draft suggests additional IP actions for

   FSv2 in a BGP Community path attribute.
